What Haryana families need to produce
In Haryana the Tehsildar issues the legal heir certificate, applied for on the Antyodaya Saral portal or in person at a Tehsil, SDM or e-Disha centre, with the local Patwari verifying that no heir has been left out. Succession certificate petitions go to the district court where the deceased ordinarily lived.
In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.

The shares belong to the registered holder. If your mother is alive they are simply hers, and she can deal with them; if she has died, they pass to her heirs, which may be a different set of people from your father’s heirs.
