A retirement city, and folios that never caught up

Dehradun has long been home to major national institutions — military, scientific, survey and energy — and it draws retired officers and officials from across the country. That makes it one of the clearest examples of a particular problem: the shareholder is alive and well in Dehradun, but every folio was opened at a posting in another state, and the dividends have been going there.

For a living holder this is maintenance rather than a claim, and it is the easy case. Update the address, bank mandate and KYC, and the unpaid dividends of the last seven years are recoverable from the companies themselves.

Where the holder has died, service-era certificates bring their own quirk — names recorded in initials, as the services wrote them — which is bridged with an affidavit rather than becoming a reason for rejection.

What Uttarakhand families need to produce

In Uttarakhand the legal heir certificate is issued by the Tehsildar and applied for through the Apuni Sarkar portal or a common service centre, after the Patwari or Lekhpal verifies the family.

In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.

Usually the address or KYC on the folio is out of date and payments were frozen. Form ISR-1 with current KYC restarts them, and unpaid dividends from the last seven years can be claimed from the company. Older ones will have gone to the IEPF and are claimed on Form IEPF-5.

The certificate shows only initials, not the full name.

Common on service-era folios. An affidavit confirming that the initialled and full names belong to one person, with identity documents, is what the registrar needs. Sending it with the claim avoids the objection.

Could I do this myself?

Yes. The IEPF Authority’s records can be searched free and Form IEPF-5 can be filed by anyone on the MCA portal at no cost. We charge for assembling the documents, handling registrar and company verification and following it through — not for access to something that is public.
