The gur mandi at Muzaffarnagar is among the largest in the country, and the sugar mills and steel rolling units around Khatauli and Budhana made this one of western Uttar Pradesh’s wealthiest districts. Trading families here bought shares in size from the 1980s onward, often in the names of several family members at once to spread applications across a public issue.

Multiple-name applications are the defining local complication. A single issue might have been applied for in the names of a father, two sons and a wife, producing four folios that the family now treats as one holding — when legally they are four separate estates with four different sets of heirs.

The mills themselves added employee shareholding, opened against colony addresses and rarely updated when the employee retired to a nearby village.

What Uttar Pradesh families need to produce

In Uttar Pradesh a legal heir certificate is issued by the Tehsildar, applied for through the state e-District portal, after the Lekhpal verifies the family details locally. Succession certificate petitions go to the district court where the deceased ordinarily lived.

In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.
