Government service, public sector payrolls and old trading money

Nagpur’s investing history has two sources. The first is the salaried public sector and government workforce concentrated here — a stable, long-tenure population that subscribed to public issues through the 1980s and 1990s and held the certificates rather than trading them. The second is the older trading economy of the Vidarbha region, built on cotton, oranges and manganese, whose business families put surplus into equity in the same period.

Both groups have a characteristic problem. Certificates were kept safely, often too safely, in bank lockers and steel almirahs, and the fact of their existence was not always shared. When the holder died, the family knew there were "some shares" without knowing which companies or how many.

Distance compounds it. The registrars that hold these folios operate from Mumbai, Hyderabad and Chennai, and correspondence that fails once tends not to be chased from central India. Dividends stop, seven years pass, and the shares move to the IEPF without anyone in the family noticing.

What Maharashtra families need to produce

In Maharashtra the legal heir certificate (varas praman patra) is issued by the Tahsildar of the taluka, applied for through a Setu or Aaple Sarkar centre, after the Talathi verifies the family details. Mumbai is the exception worth knowing about: residents of the city can also obtain an heirship certificate from the Bombay City Civil Court, which registrars accept and which is sometimes faster than a succession certificate.

In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.

We know there were shares but not which companies.

That is a search problem before it is a claim problem, and it is solvable. Dividend credits in old bank statements name the paying companies, the deceased’s tax records list dividend income by deductor, and the IEPF database can be searched by name. We run those searches free of charge.

The certificates are in a bank locker in the deceased’s sole name.

The locker is released on its own track — to the nominee, or to the heirs against the bank’s requirements — and that has to happen before the certificates can be used. It is worth starting both processes at once rather than in sequence.

Could I do this myself?

Yes, and for a single straightforward folio you probably should. The IEPF Authority’s records can be searched free, and Form IEPF-5 can be filed by anyone. We charge for assembling the documentation, handling the registrar and company verification, and following it through — not for access to something that is public.
