A planned township, and a generation of paper shareholdings

Salt Lake’s original residents were government servants, PSU employees and professionals who moved in during the 1970s and 1980s. That generation bought shares directly, held them on paper, and registered them at the Salt Lake address they had then.

Two things follow. Houses have been rebuilt, let or passed to children, so the address on the folio is often no longer current. And the shareholder named on many of these certificates has since died, which turns a simple demat request into a transmission.

In West Bengal a legal heir certificate is applied for through the state e-District portal or at the office of the Sub-Divisional Officer or Block Development Officer. Families are generally asked first for a family tree or heirship list from the local body — the ward councillor in a municipal area, the Gram Panchayat Pradhan in a rural one — after which a revenue inspector verifies locally.

Often no such certificate is needed at all. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.
