The refinery brought a large, long-tenure industrial workforce to a district that had not had one, and with it employee-reserved allotments, bonus entitlements and the familiar pattern of folios opened against township addresses that nobody updated at retirement.

The pilgrimage economy of Mathura and Vrindavan is older and works differently. It produced trading and priestly families with income from across India, and holdings that are sometimes registered at addresses in other states entirely — a devotee’s gift, a trust arrangement, or a purchase made while the family was based elsewhere.

What Uttar Pradesh families need to produce

In Uttar Pradesh a legal heir certificate is issued by the Tehsildar, applied for through the state e-District portal, after the Lekhpal verifies the family details locally. Succession certificate petitions go to the district court where the deceased ordinarily lived.

In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.

The folio has a refinery township address from twenty-five years ago.

That is the commonest situation in this district. Form ISR-1 updates the address against current KYC, and where the holder has died the address correction and the transmission go in together rather than one after the other.

Some certificates are registered at an address in another state.

That is not a problem in itself — the folio simply records wherever the holder was when it was opened. What matters is establishing that the person named is your relative, which is done with PAN, identity documents and, where the name differs, an affidavit.

Do you cover the smaller towns and villages in Mathura district?
