When the mill closed, what happened to the shares?

Eastern Uttar Pradesh’s sugar economy put shares into local hands in two ways: through the private mills that raised capital locally, and through co-operative structures in which growers held a stake. Both produced paper certificates held by farming and trading households across Deoria, Salempur and Barhaj.

Several of those mills then stopped operating. The instinct in the family is to treat the certificate as worthless, and that instinct is wrong often enough to be worth testing. A company may have been amalgamated into a larger group, revived under new management, restructured, or struck off — and only the first three leave something to claim. Which applies is established from MCA master data and registrar correspondence, not from local knowledge about whether the mill is still standing.

Alongside the sugar holdings sit the ordinary blue-chip folios bought by the same households through the public issue years, and those are usually the more valuable half of the estate.

What Uttar Pradesh families need to produce

In Uttar Pradesh a legal heir certificate is issued by the Tehsildar, applied for through the state e-District portal, after the Lekhpal verifies the family details locally. Succession certificate petitions go to the district court where the deceased ordinarily lived.

In many cases no such certificate is needed. SEBI’s simplified transmission route covers holdings up to ₹10 lakh per company in physical form and ₹30 lakh in demat, on a notarised indemnity bond and an affidavit-cum-NOC from the other legal heirs.
